Morocco’s journey from prohibition to regulation of cannabis is moving quickly, yet clear, reliable information has been scattered across laws, decrees, and agency circulars. A new publication—“The Legal and Practical Guide to Cannabis in Morocco”, released by La Revue des Sciences Juridiques—fills that gap. Written by Dr. Abdesselam Idrissi (Mohammed V University), doctoral researcher Chakib Al Khayari, and Dr. Nabil Bouhamidi, it is the first single resource to gather every binding text, international treaty, and administrative directive on lawful cannabis activity in the Kingdom.

Below, we highlight the guide’s five core objectives—and why they are crucial for farmers, cooperatives, investors, and legal professionals alike.

2. Reduce Non‑Compliance Risk for the Entire Value Chain

  • Goal: map every obligation— from Law 13‑21 and its decrees to ANRAC circulars—so stakeholders can spot gaps before they become violations.

Why it matters: penalties for mis‑labelling seed, exporting without traceability, or overlooking an environmental permit can halt business operations. A consolidated checklist allows operators to self‑audit and avoid costly mistakes.
